Program & Monitoring, Evaluation, and Learning (MEL) Manager

Scarion Rupia is a Program and Monitoring, Evaluation, and Learning (MEL) professional with a decade of experience advancing gender equality, education, and community-led development initiatives.  His work spans program management, monitoring and evaluation, and applied research across sectors including education, sexual and reproductive health, agriculture, and advocacy.

 

Scarion holds a Master of Arts in Monitoring and Evaluation and a Bachelor’s degree in Community Development.  He has contributed to the work of organizations such as Deutsche Stiftung Welbevoelkerung (DSW) and EDI Global, where he supported research initiatives and managed multidisciplinary teams.

 

He is currently pursuing a Ph.D. at the Bonn International Graduate School for Development Research (BIGS-DR) at the University of Bonn, with a research focus on sustainable urban health interventions aimed at reducing adolescents’ risk of non-communicable diseases in sub-Saharan Africa.  His doctoral work emphasizes school-based health modules and the role of adolescents as change agents at the community level.

 

Alongside his doctoral studies, Scarion continues to work with ASAP, contributing his expertise in program design, monitoring, evaluation, and learning to strengthen evidence-based education and youth-focused initiatives.
